David Harwood, P.E., P.Eng. is a senior vice-president with Terracon Consultants, Inc. As Director of Business Transformation he is responsible for developing the Terracon of tomorrow through integration of Terracon’s core services, evolving technology, data, and client/market expectations. Mr. Harwood earned a Bachelor of Science degree in Civil Engineering from California State University, Long Beach and a Master of Business Administration from the University of Colorado, Colorado Springs. He is a registered professional engineer in multiple states. He was appointed to the KansasWorks State Board in 2015 and has served as Chair since 2019. He is a 2014 graduate of Leadership Kansas. Mr. Harwood is an executive committee member of the American Road and Transportation Builders Association and a member of the Civil Exam Development Committee for the National Council of Examiners for Engineering and Surveying. Mr. Harwood resides in Kansas with his wife Holley and they are the parents of four children.
