Francisco is a Deputy Chief Harbor Engineer with the Port of Long Beach. He oversees large-scale capital improvement projects for the Construction Management Division. His experience includes building, rail, terminal development, and marine construction. He received his Civil Engineering Degree from Cal State LA, and has held various roles in ASCE at the Student, Younger Member and Branch level in Los Angeles.
